Perks are enhancements to weapons. Any non-common/non-staff weapon will have at least one perk and at most two perks. A weapon can not have two of the same perks.
Perks values are a range across the seven weapon tiers -- here are the ranges associated with their tiers:

Increases damage by 5-35% to critters
Sorcerer Damage
Increases damage by 5-35% to sorcerer enemies
Elemental Damage
Increases damage by 5-35% to elemental enemies
Elite Damage
Increases damage by 5-35% to elite enemies
