Perks are enhancements to weapons. Any non-common/non-staff weapon will have at least one perk and at most two perks. A weapon can not have two of the same perks.
Perks values are a range across the seven weapon tiers -- here are the ranges associated with their tiers:

Allows swords to be thrown. Weapons and items that are not intended to be thrown, Swords, Staves, Shields, Health Potion, Power Gem, will not target enemies and enemies will not attempt to dodge them.
