Perks are enhancements to weapons. Any non-common/non-staff weapon will have at least one perk and at most two perks. A weapon can not have two of the same perks.
Perks values are a range across the seven weapon tiers -- here are the ranges associated with their tiers:

Attack Power
Increases damage by 5-35%
Criticals
Gives 20-32% chance to critically strike for 300% damage
Undead Damage
Increases damage by 5-35% to undead enemies
Monster Damage
Increases damage by 5-35% to monsters
Critter Damage
Increases damage by 5-35% to critters
Sorcerer Damage
Increases damage by 5-35% to sorcerer enemies
Elemental Damage
Increases damage by 5-35% to elemental enemies
Elite Damage
Increases damage by 5-35% to elite enemies
Axes
Throw distance
Increases throwing range by 10-70%
Throw damage
Increases throwing damage by 5-35%
Explosions
Gives 20-32% chance to explode for 200% damage
Crossbows
Slowing
Gives 20-32% chance to slow enemy. This applies the status effect Slowed
Reload
Gives 1-7 extra shots per reload
Bows
Shot Distance
Increases shooting range by 10-70%
Slowing
Gives 20-32% chance to slow enemy
Daggers
Throw Distance
Increases throwing range by 10-70%
Vampire
Gives 20-32% chance to heal 25% of player health
Poison
Gives 20-32% chance to poison enemy
Hammers
Throw Distance
Increases throwing range by 10-70%
Slowing
Gives 20-32% chance to slow enemy
Area Damage
Gives 20-32% chance to explode for 200% damage
Shields
Knock-back Distance
Knock-back distance increases shield knock-back by 10-70%
Absorb
Heals 4-29% of player health when blocking
Swords
Vampire
Gives 20-32% chance to heal 25% of player health
Throwable
Allows sword to be thrown
Stab Damage
Increases damage by 50%
Longswords
Knock-back Distance
Increases Knock-back by 10-70%
Vampire

Unblockable
Attacks cannot be blocked
